• Bans intentional weather modification and geoengineering
• Prohibits releasing chemicals into the atmosphere to affect weather, temperature, or sunlight
• Violators face fines up to $100,000 and/or up to 5 years in prison
• Each day the violation continues counts as a separate offense
• Applies to both individuals and aircraft operators/controllers
